Unable to use the Add factory to any owned state

Description

When trying to Drag the "Add (civilan, military or dockyard)to any owned state" option in the Drag output area nothing happens.

You may need to move your mouse outside the box so that the centre of the text is in the box, if (when dragging) the text is wider than the box to drop it in.
